The Taliban, for the most part a US construct to drain the USSR, actually asked the US to follow international protocols and present reasons/proof for Bin Ladin's extradition or at least put him up for trial in a third neutral country.
Bush's cabinet refused to entertain such an internationally recognized request.
"There's no need to discuss it," Bush said. "We know he's guilty. Just turn him over. … There's nothing to negotiate about. They're harboring a terrorist and they need to turn him over."
And the bombing continued and good men and women were sent into harm's way
