As a worthy adversary, he's needed to keep the action moving, a force against which to rally the Justice League to put aside their petty grievances.
IOW, he has to be a good enough bad guy to make the heroes shine.
Sure, she or he may have started out as a 'golden child', like inventor Norman Osborn, but he becomes 'corrupted by greed and an unquenchable thirst for power, and so decays into the Super Villain known as the Green Goblin.'
And no matter how many times Spider-Man defeats him, he keeps on coming back.
Similarly, Professional wrestling Trump was the antithesis to arch-villain WWE 'unrelenting corporate tyrant' Vince McMahon.

So, while corporate emperors are busy making billions off the fear-bound and virus- haunted hoi polloi, who are eager to wear their badges or hats to WWE like rallies, or devour News sources like Fox, who spew National Enquirer level conspiracies, the archfiend Trump is content to play the foil, rake in millions and prepare for his comeback.
The really scary part? Trump never had to worry about burning down the arena: he was just interested in making a buck off the backs of others.
This time...he just may have forgotten the script, believes that he and his persona are one and that whilst making his fiery departure, and thinks it would serve the fans right if the colosseum collapses around their ears.
